强化服务意识,是外经贸局建设“投资者的家”的具体表现。今年以来,外经贸局党委紧紧围绕项目建设,创新思路,强化措施,着力建设投资者的家。针对外商人生地不熟,审批环节多,办理难的特点,我们探索了招远市外商投资企业联合审批工作机制,开辟了外商投资绿色通道;针对外商海关知识生疏,办事往往不得法的特点,我们邀请龙口海关、国家商务部专家来我市举办了海关知识、国际贸易培训班,为他们送去及时雨;针对外企年检零散路远费时不便的特点,我们邀请龙口海关来到我市企业的家门口,为180多家涉外企业集中办理年检,为投资者提供了便捷服务,使投资者深切地感受到家的热情。优化软环境,为外商搞好服务固然重要,但是,日常生活中关心、体贴外商更不可少。古人云:不积细流,无以成江河,不积跬步,无以致千里。我们就是从一些日常生活小事做起,从点点滴滴做起。因而感动了外商,促成了项目。烟台福隆文具有限公司是一家外商投资企业,该公司经理潘超超是一位60多岁的香港女强人,在我市辛庄镇创业十个年头。今年8月份,由于工作劳累,她病倒了,外经贸局领导得知这一消息后,带着水果和补品,及时到工厂看望了她,这对于身居他乡、孤身在外的老人来说,是一个莫大的安慰,潘超超因此热泪盈眶,她激动地说:你们不是亲人,胜似亲人。她深切感受到了家的友情,从此更加坚定了她在招创业的决心。
独在异乡为异客,每逢佳节倍思亲。我们外经贸局的亲人就是中国金都热土上的外来投资者。今年的仲秋节,为了表达亲商之情,我局领导带着礼品分头拜访了所本文来自文秘之音网有常驻我市的外商,送去了带有浓浓中国情结的月饼,使他们感受到了家的温情,其中普拉塞尔多姆黄金矿业有限公司的澳大利亚外商沈吉先生感慨地说:我在中国住了十多年,从来没有过中秋节,在金都招远,我知道了月饼的含义,我要告诉我的家人和朋友,让他们一同分享这份幸福。
结识新朋友,不忘老朋友。对每一位常驻我市外商的迎来送往,是外经贸局亲商的一个体现,招远先进化工有限公司是一家日本独资企业,外商代表本城洋三先生在我市工作了6年,做出了一定的贡献。当外经贸局得知他在日本办理了退休手续,要返回日本的消息后,为了答谢本城洋三对我市的贡献,我们像为亲人送行那样为他送行,使外商感受到了家的亲情。本城洋三感动地说:回到日本,我可以自豪地说,中国招远是我的第二故乡,我要动员我的朋友到招远投资兴业。
换位思考,是我们留住外商的真情所在。就拿韩国朴万珠先生投资我市的爱美护理项目来说吧,爱美护理是一个投资额仅有20万美元的小项目,在了解到朴先生有投资意向后,考虑到该项目对促进我市服务领域利用外资的积极作用,我局高度重视,安排专人全程陪同,靠上服务。期间,由于考虑到投资效益,朴先生的投资念头曾经动摇过,尽管他的投资意念飘浮不定,我们的热情服务态度却始终不变,当他又意欲加大投资额时,我们从他的切身利益考虑,劝他适当投资。我们的真诚,终于赢得了朴先生的信赖,赢得了“爱美护理”项目的安家落户,目前,该项目的外资到位,正在组织装修。如今,在与朴先生谈起爱美护理项目时,朴先生总是心有感触地说:每次来招远,我的心都被你们紧紧地抓住了。
如此等等,这样的事例还能举出很多很多。我们就是用这样的热情、友情、亲情、真情营造着投资者的家,用人性化的理念打理这个家,营造起诚信,打理出信赖,铺就招商引资的心路。
各位领导,同志们,就拿简单的折纸游戏来说吧 用一张足够大的纸,将其对折,不停地对折。当把这张纸对折了52次的时候,您知道它的厚度有多少吗?通过计算机的模拟,这个厚度接近于地球到太阳之间的距离。没错,就是这简单的动作,它可以创造惊人的奇迹。外经贸局在建设“投资者的家”过程中,巧妙地活化了折纸游戏的道理,从服务工作的点滴小事做起,积累点滴情感,以至以小成大,集腋成裘,赢得了情感的最大值,赢得了利用外资项目的成功,赢得了我市对外经贸的快速发展!让我们、你们、他们都积极行动起来,把我们共同的投资者的家――中国金都建设得更加美好,铸就我市外经贸事业的辉煌!

good afternoon, everybody. happy friday. i thought i’d take somequestions, but first, let me say a few words about the economy.
this morning, we learned that our economy created over 200,000 new jobs in july. that’s ontop of about 300,000 new jobs in june. so we are now in a si_-month streak with at least200,000 new jobs each month. that’s the first time that has happened since 1997. over thepast year, we’ve added more jobs than any year since 2022. and all told, our businesses havecreated 9.9 million new jobs over the past 53 months. that’s the longest streak of privatesector job creation in our history.
and as we saw on wednesday, the economy grew at a strong pace in the spring. companies areinvesting. consumers are spending. american manufacturing, energy, technology, autos -- allare booming. and thanks to the decisions that we’ve made, and the grit and resilience of theamerican people, we’ve recovered faster and come farther from the recession than almost anyother advanced country on earth.
so the good news is the economy clearly is getting stronger. things are getting better. ourengines are revving a little bit louder. and the decisions that we make right now can sustainand keep that growth and momentum going.
unfortunately, there are a series of steps that we could be taking to maintain momentum, andperhaps even accelerate it; there are steps that we could be taking that would result in morejob growth, higher wages, higher incomes, more relief for middle-class families. and so far, atleast, in congress, we have not seen them willing or able to take those steps.
i’ve been pushing for common-sense ideas like rebuilding our infrastructure in ways that aresustained over many years and support millions of good jobs and help businesses compete.i’ve been advocating on behalf of raising the minimum wage, making it easier for working folksto pay off their student loans; fair pay, paid leave. all these policies have two things incommon: all of them would help working families feel more stable and secure, and all of themso far have been blocked or ignored by republicans in congress. that’s why myadministration keeps taking whatever actions we can take on our own to help working families.
now, it’s good that congress was able to pass legislation to strengthen the va. and i want tothank the chairmen and ranking members who were involved in that. it’s good that congresswas able to at least fund transportation projects for a few more months before leaving town --although it falls far short of the kind of infrastructure effort that we need that would actuallyaccelerate the economy. but for the most part, the big-ticket items, the things that wouldreally make a difference in the lives of middle-class families, those things just are not gettingdone.
let’s just take a recent e_ample: immigration. we all agree that there’s a problem that needsto be solved in a portion of our southern border. and we even agree on most of the solutions.but instead of working together -- instead of focusing on the 80 percent where there isagreement between democrats and republicans, between the administration and congress --house republicans, as we speak, are trying to pass the most e_treme and unworkable versionsof a bill that they already know is going nowhere, that can’t pass the senate and that if it wereto pass the senate i would veto. they know it.
they’re not even trying to actually solve the problem. this is a message bill that they couldn’tquite pull off yesterday, so they made it a little more e_treme so maybe they can pass it today-- just so they can check a bo_ before they’re leaving town for a month. and this is on an issuethat they all insisted had to be a top priority.
now, our efforts administratively so far have helped to slow the tide of child migrants trying tocome to our country. but without additional resources and help from congress, we’re just notgoing to have the resources we need to fully solve the problem. that means while they’re outon vacation i’m going to have to make some tough choices to meet the challenge -- with orwithout congress.
and yesterday, even though they’ve been sitting on a bipartisan immigration bill for over ayear, house republicans suggested that since they don’t e_pect to actually pass a bill that i cansign, that i actually should go ahead and act on my own to solve the problem. keep in mindthat just a few days earlier, they voted to sue me for acting on my own. and then when theycouldn’t pass a bill yesterday, they put out a statement suggesting i should act on my ownbecause they couldn’t pass a bill.

过去一年,我们在县委、县政府和__经济开发区的正确领导下,讲政治,顾大局,求实效,做贡献,大干快干实干,较好地完成了县委、县政府和经济开发区部署的各项任务以及我公司年初确定的各项目标,产量、产值、效益、纳税等主要指标实现了大幅增长。

__年,市委、市政府在这里召开 经济开发区“二次创业”动员大会。会议的主要任务是:全面贯彻落实省委九届十一次全会、市委五届九次全会和省市经济工作会议精神,进一步动员全市广大干部群众,充分整合全社会力量,全面推进开发区新一轮大开发、大建设、大发展,以开发区“二次创业”引领 加快实现转型发展的新突破。应该说,这次会议是在 转型发展的关键时期召开的一次重要会议,也是全面启动“__”规划、进一步加快 发展的誓师大会。下面,就推进开发区“二次创业”,讲四点意见:
一、追求大发展,充分认识推进开发区“二次创业”的重要性和紧迫性
开发区在承载项目、吸引投资、促进产业集聚方面具有特殊优势,加快推进开发区提档升级,实现快发展、大发展,是规避和化解资源环境约束、提高资源利用效率、实现发展方式转变的重要途径。 的未来发展要坚持向开发区要空间、要速度、要质量,把推进开发区“二次创业”作为实施“__”规划、加快 转型发展的突破口。
奎年来,为摆脱作为资源枯竭城市的发展困境, 紧紧抓住被国家确定为经济转型试点城市的机遇,创新提出了“三个转型”的发展思路,特别是围绕推进经济转型,加快发展六个接续替代产业,经济总量不断增长,发展实力不断增强。 年的主要经济指标与20__年相比, 地区生产总值三年累计增长89.8%,规模以上工业增加值增长164.6%,全社会固定资产投资增长168.3%,全口径财政收入增长101.9%,地方级财政收入增长104.1%,财政支出增长109.8%,实现了三年翻一番。与全市经济发展同步, 经济开发区地区生产总值三年累计增长1.6倍,规模以上工业增加值增长1.6倍,全口径财政收入增长2.5倍,地方级财政收入增长3.1倍,财政支出增长2.5倍,全社会固定资产投资增长5.3倍。数据表明, 经济开发区在推进 转型发展的进程中,发挥了重要作用。一直以来,市委高度重视开发区的建设和发展,加强领导力量配备,实行政策、项目、资金等要素倾斜,为开发区的大发展、快发展创造了条件。开发区在历届班子的带领下,坚持扎实工作、创新发展,打下了良好的工作基础。特别是新班子组建以来,坚持自加压力,克难奋进,不仅妥善解决了诸多历史遗留问题,摆脱了生存危机,而且续建和完善了友谊工业园区的部分设施,建设发展了银行、学校、大型商贸城等配套服务设施,为开发区的后续发展奠定了坚实的基础。开发区为充分发挥带动功能,坚持用足用好国家转型扶持政策,不断加大招商引资和项目建设力度,先后引进、新建、续建一批投资规模大、技术水平高的大项目和大企业,麦达斯铝业三期工程投资近10亿元,世捷铝业投资近30亿元,香港中聚集团投资近12亿元,欧亚集团 商贸中心投资4.8亿元,新华联天然气项目投资4亿元以上,博大伟业、一汽富奥两个企业投资都在3亿元以上。麒鸣牧业、异地建设的银鹰药业和天马袜业投资都在1亿元以上,另外还有18个投资3000万元以上的项目进入 开发区,友谊工业园区6.6平方公里的土地已经布满了项目和企业,高精铝加工、纺织袜业、新能源、医药、装备制造等产业集群不断壮大。开发区园区内先后有麦达斯和利源两户企业分别在香港和深圳上市。随着大企业的加快发展,大项目的落地、实施和建成投产,为开发区发展蓄积了能量。可以说,未来一个时期,是开发区的跨越发展期、能量暴发期和活力释放期。在看到成绩的同时,我们也必须看到,开发区在建设和发展中也积累了一些矛盾和问题。目前开发区友谊园区可开发利用土地不足300万平方米,土地储备不足,产业和项目摆布受到很大局限。产业布局不尽合理,投资强度偏低,拆迁成本偏高。这些问题不解决,开发区的功能将很快丧失, 的发展空间将逐渐萎缩。为此,必须立足长远,狠抓当前,全力推进开发区提升扩容,努力打造新的发展优势,拓展新的发展空间。
市委五届九次全会审议通过了《中共 市委关于制定 市国民经济和社会发展第十二个五年规划的建议》,明确提出要坚持“三化融合”、“三动并举”、“三个转型”同步推进。开发区作为推进“三化”、“三动”的重要结合点和推进“三个转型”的重要着力点,必须摆在更加重要的位置。为此,市委提出要坚持辽白一体化率先带动,实施全域城镇化战略,强力推进开发区建设,加快提档升级。最近,国务院专门出台了政策性意见,明确提出对引导转移产业向园区集中,促进产业园区规范化、集约化、特色化发展将给予更多更大支持,这为开发区的“二次创业”带来难得的政策机遇。省委在制定“__规划”的建议中明确提出要把 建设成为吉林省中部城市群中的支点城市和吉林省中南部区域性中心城市。我市推进城市转型,打造长春卫星城,就是要凭借明显的区位和环境优势,率先融入长春、沈阳两大经济区,承接两大经济区发展要素的外溢,拓展 的发展空间。经济开发区在承接两大经济区产业转移中将发挥重要作用,从一定意义上讲,经济开发区在推进 转型发展中的地位是不可替代的,我们必须以开发区的大发展,引领和带动 的大发展。应该说,推进开发区“二次创业”的时机已经成熟,条件已经具备。我们必须以“等不起”的紧迫感、“慢不得”的危机感、“坐不住”的责任感和“快发展”的使命感,迅速行动起来,集中精力打一场推进开发区“二次创业”的攻坚战。
二、树立大目标,努力把开发区建设成为拉动 转型发展的强势增长极
狂后五年,是 大开发、大建设、大发展的重要攻坚期,也是开发区发展的战略机遇期。市委、市政府出台了《关于加快推进 经济开发区建设和发展的意见》,明确了开发区发展目标、重点任务以及财政体制、事权管理等方面的配套措施。可以说,这个意见含金量很高,突破性很大。开发区“二次创业”,要以转型升级为主要内容,树立大目标,追求大作为,努力实现产业发展上的新突破、提质扩容上的新进展、集约要素能力上的新提升、投资环境建设上的新飞跃。市委、市政府确定经济开发区“二次创业”的奋斗目标是,到20__年,开发区要实现地区生产总值60亿元,规模以上工业增加值达到60亿元,一般预算全口径财政收入达到10亿元;到20__年,开发区要实现地区生产总值110亿元,规模以上工业增加值达到130亿元,一般预算全口径财政收入20亿元,万元工业增加值能耗低于全市平均水平。到“__”末期, 经济开发区要达到国家级经济开发区水平。为实现上述宏伟目标,要进一步明确开发区的发展和功能定位,坚持产业兴区、科技强区,加快推进开发区提档升级。
一要把经济开发区建设成为推进转型的先导区。当前和今后一个时期,推进“三个转型”仍是我们的中心工作。要以转变经济发展方式为主线,以调整优化结构为主攻方向,紧紧抓住省里支持开发区加快发展、促进工业集中区提档升级的机遇,加大投资力度,实施一批重大接续产业项目和高科技项目。要以开发区为依托,加快实施 经济转型总规划,争取一批国家支持的重大转型项目进入开发区。要适应项目建设和产业集聚的迫切需要,强力实施开发区提升扩容,实现与东辽县工业集中区加快整合、深度融合,形成80平方公里的大园区,打造辽白经济带,辐射带动东辽县城及周边乡镇实现一体化发展,成为拉动 经济发展的强势增长极。
二要把经济开发区建设成为产业升级的核心区。“__”期间,我市将加快发展装备制造、冶金建材、轻工纺织等九大产业,建设高精铝加工、汽车零部件、生物制药等十大基地,打造袜业、皮革、碳纤维制品特色园区。70%以上的产业、项目在开发区建设或与开发区关联。开发区要依托区位、资源和产业优势,围绕构建新型工业体系,按照高端化、规模化、集群化、园区化目标,布局大产业、大集群、大项目,力争用三到五年时间,形成几个百亿级产业集群,加快总量扩张、结构优化和产业升级,尽快成为 第一大经济板块。
三要把经济开发区建设成为改革开放的试验区。开发区体制机制灵活,更容易吸引投资,形成政策“洼地”效应。市里推进相关改革,要在开发区先行先试,开发区也要借鉴和吸收好的管理体制、运作模式,不断探索发展新思路、新途径、新举措。要把开发区变成 对外开放的“桥头堡”和主阵地,作为全市招商引资的重要载体和第一主体,抓住发达地区产业转移、省内产业配套的新机遇,瞄准世界500强、国内500强,瞄准央企和上市公司,主动出击,有效衔接,推进务实合作,实现招商引资新突破。要创新工作机制,不断完善招商引资政策,提高含金量,增强吸引力。要坚持引资与引智相结合,更加注重引进高端人才、先进技术和现代管理理念。要建立激励机制,对招商引资额度大、资金到位率高的单位和个人,市委、市政府要给予重奖。
四要把经济开发区建设成为转变发展方式的示范区。要强化科技、人才支撑,加快培育战略性新兴产业,大力推进新能源汽车、生物制药、电子信息等高端产业发展,迅速形成产业竞争优势。要支持企业引进人才和技术,争取在开发区突破一批关键性技术与核心技术,开发一批原始性创新成果,实施一批重大科技成果转化项目。要在开发区实施一批现代服务业重点项目,完善现代化的配套服务设施。要注重项目选择,提高准入门槛,避免低水平重复建设,不上高污染、高耗能和高投入、低产出的项目,把开发区建设成为低碳经济、生态经济、循环经济、绿色经济的集中区,打造成为科学发展、和谐发展的示范区。
三、推进大建设,全面提高开发区集聚发展要素能力
要着眼于提高开发区承载大项目和大发展的能力,以实施辽白一体化为统领,坚持科学规划、超常举措,全面掀起大开发、大建设热潮,进一步加强基础设施建设,不断强化发展功能,努力吸引优势资源向开发区集聚。
一要坚持高层次规划。要把科学规划作为大建设的启动点。要突出科学性、前瞻性和先导作用,尽快完善开发区发展空间规划,注重与城市总体规划、土地利用规划相衔接,注重与辽白一体化发展相协调,注重可持续发展和成长性。要编制好开发区产业布局规划,尤其要围绕打造产业链条、构建产业集群、建设产业园区,合理布局,明确分区,实现要素资源的最佳配置。要强化规划的约束力,强化刚性的保障措施,红线坚决不能突破。
二要突出项目核心之举。要把大项目作为大建设的主攻点。重点抓好对经济、财政贡献率高的支柱型、税源型项目。在既有高精铝加工、纺织袜业产业项目基础上,要在辽白一体化区域集中摆布装备制造、汽车零部件、农产品加工以及新材料、新能源重大项目。市本级、东辽县和两区谋划的新项目,符合开发区产业规划的,要尽可能在开发区建设,技术改造、异地扩建项目,有条件的要争取向开发区集中。要集约利用土地,提高投资强度,采取有效措施,避免投机圈地、占而不用、待价而沽等问题。友谊开发区闲置土地要加快盘活,优先周边投达产项目扩能升级使用,新区项目用地要充分开发,合理预留,保证使用,避免闲置。对于那些投资额少、进资慢,远远没有达到合同要求,但占了大片土地的企业,要坚决进行清理。
三要强力推进新区建设。要把新区开发作为大建设的突破点。开发区要会同土地收储中心,引进战略投资者,提前启动土地收储工作,把“毛地”变成“净地”,把“生地”变成“熟地”。要创新融资模式,通过bt、bot等方式,实施新区的基础设施建设,尽快完善水、电、气、热、路、通信等配套设施,完善新区公共服务功能。要通过新区开发向白泉镇延伸基础设施,以开发区“二次创业”启动辽白经济带建设,带动辽白一体化发展。要通过自主开发或招商开发等方式,加快搞好商住区、商服产业配套建设,增强商务支持和社会化保障能力。
四要探索完善投融资机制。要把提高融资能力作为大建设的重要保障。重点加强与银行金融机构的战略合作,积极引导金融单位在开发区设立分支机构,争取外埠银行在开发区开展业务。要创新融资方式,推进股权融资,引进风险投资,扩大融资租赁规模。要提升融资能力,组建工业园区、经济开发区开发建设投资公司和融资公司,支持园区企业建设融资平台。要支持企业靠大联强,开展嫁接重组,推进企业建立现代企业制度,加快企业上市步伐,开发区“二次创业”期间争取培育5户企业上市。
四、实行大倾斜,努力为开发区“二次创业”营造良好的发展氛围
开发区“二次创业”,是市委、市政府做出的战略决策,要举全市之力建设开发区,引导各方面力量向开发区大倾斜,全力抓好推进开发区“二次创业”各项措施的落实。
要切实加强对开发区“二次创业”的组织领导。市委、市政府将定期听取经济开发区及县区工业集中区的工作汇报,通过现场办公、工作例会等办法,及时了解开发区“二次创业”的实际情况,发现和解决工作中出现的问题,确保开发区“二次创业”扎实推进、顺利开展。人大、政协要切实发挥职能作用,积极为开发区“二次创业”出谋划策,并坚持深入一线,参与推动相关工作的落实。从市直到开发区,要自上而下建立工作责任制,对重点项目、重点工程落实领导和工作责任,明确工作目标和完成时限,促进各级领导把工作精力向开发区倾斜,抓好相关工作落实。
要建立推进开发区“二次创业”的长效工作机制。全市各部门、各级干部要立足岗位实际,充分履行服务职能,积极参与,尽职尽责,努力形成工作合力。发改部门要及时提供产业、投资等政策和信息,为开发区企业入驻、项目立项提供有效服务。财政、税务部门要积极理顺开发区财税体制,协调落实扶持政策。国土资源部门要优先安排开发区建设用地,落实出让金和租金返还、企业项目用地预留等政策。建设规划部门要在实施城市总体规划的同时,会同开发区完成控制性详规。工信、经合、农委等经济职能部门,要加强与开发区之间的沟通联系,主动服务企业,指导产业发展。科教文卫等社会事业部门要全力支持开发区发展公益事业,实现开发区经济与社会发展协调同步。新闻宣传部门要大力宣传开发区“二次创业”的发展成果、先进经验和典型事迹。组织人事部门要加强对开发区工作的考核评价,选派优秀后备干部到开发区挂职锻炼,真正把开发区打造成干部培训锻炼的基地、成长进步的摇篮、施展才能的舞台。纪检、监察、公检法司等部门要密切配合,把开发区作为软环境建设的重点区域,进一步规范执法行为,完善监督机制,努力为开发区“二次创业”保驾护航。开发区管委会要切实承担起加快“二次创业”的主体责任,进一步解放思想,团结带领开发区广大干部职工,励精图治,心无旁骛,凝心聚力,创新举措,确保“二次创业”各项措施落到实处。

根据到开发区以来的工作和自己平时的学习,下面我想谈点开发区的二次创业问题,科学发展观指导下的开发区二次创业问题。我觉得我们的开发区现在正处于“二次创业”发展的关键时期,自觉运用科学发展观这一思想指导开发区建设,无疑具有重大的现实意义和深远的历史意义。
根据流行的分法,开发区发展主要分为要素集聚、产业主导、创新突破和财富凝聚四个阶段,四个阶段形成了一个由低级到高级的循环系统,每个阶段各有各的特征:
所谓要素集聚阶段的基本特征是:开发区发展主要由优惠政策等“外力”强力驱动,关注的焦点是尽快在园区形成生产要素集聚,对入区的条件要求不很严格,传统企业和传统生产要素有时也被引进,园区主要是靠土地开发、吸引企业入住园区进行生产来实现扩张式的发展;
所谓产业主导阶段的基本特征是:开发区的发展动力由政府政策和企业市场竞争力双重驱使各种生产要素重新进行整合,形成稳定的主导产业和具有上、中、下游结构特征的产业链,增值手段主要是“产业链”;
所谓创新突破阶段的基本特征是:产业主导与创新突破交叉现象明显,“创新链”是其主要增值手段,逐渐形成以区域综合性体系创新为源头的核心竞争力,主要表现为大量风险资本进入、原始性创新涌现、创新网络和创新文化形成、大量高附加价值的产品产生、趋向于国际化的方向发展;
所谓财富凝集阶段主要特征是:形成多点体系的中心经济,如技术品牌中心、研发与创新中心、孵化中心、营销中心、精英人才集聚中心、金融资本中心,从而形成了开发区新一轮发展的崭新“要素”。
提出我们开发区“二次创业”,不是空洞的号召性口号,而是有其深刻的阶段性原因,体现事物发展到一定进程的转化标志。
从发展阶段来看,开发区已进入产业主导阶段。我们开发区国家核准和授权的10.5平方公里范围内的起步区已基本落实项目,与以要素集聚为特征的所有开发区一样,“一次创业”的历史使命已经阶段性基本完成,初步架构出特种纸和装备制造业两大主导产业,以“产业主导”为主导的“二次创业”的新阶段已经到来。
从发展方式来看,开发区要突破传统发展模式。我们开发区在“一次创业”的发展阶段,很大程度上是依靠政策优惠、土地开发、招商引资来扩大总量和壮大经济规模的,给政府带来了gdp、财政税收、劳动就业等实在利益。我们开发区自建立以来,通过政策优惠、招商引资,基本完成10.5平方公里的开发建设任务。在产业主导的“二次创业”的新阶段,若仍然沿用旧有的发展模式,已无拓展空间,应走招商引资和扩区设施建设并重,提升园区综合管理水平和提高现有企业自主创新能力并举的发展之路。
从拓展方式来看,开发区东扩规划要有新思路。开发区原有10.5平方公里规划已基本完成开发利用。就现行的土地管理政策和园区管理政策,申请扩区很难获得批准,即使有可能,但在审批条件和环节上也相当严格,需要较长的时间去争取。因此,扩大开发区经济管理区域,从实际意义上拓展土地利用范围,达到“事实扩区”的目的,是“二次创业”的扩区思路。东扩规划和执行要告别“工业孤岛”的狭隘理念,努力建成既能生产、又能生活;既能留住项目,又能留住人;既能近期见效,又可持续发展;产业集聚效益明显,城市配套功能完善的现代化新型工业区。
从体制惯性来看,开发区需要进行体制创新。由于开发区内外体制不同,外部体制对内部体制不断施以影响,以致经过长时间“侵蚀”,有所“同化”,这一现象被视为体制惯性或“体制回归”。我们开发区在启动之初和其他开发区一样,作为政府的派驻机构,实行党政、政企合一的特殊经济管理体制,机构精简、工作高效、服务便捷。近两年,随着管理职能的增加,社会化工作的延伸,机关内部机构和人员不断被动性调整,以适应变化,原有“小政府”体制被打破。开发区“二次创业”仍要创新“小政府、大社会”的管理体制,实行“政务、事务、服务”相分离的创新模式,继续推行“小政府”的“政务”管理,集中精力抓建设,促发展;创新社会管理体制,实行“事务”属地托管和“服务”发展中介组织的社会管理体制。
酷合我们开发区发展实际,我们开发区“二次创业”的重点应包括两个方面的战略内容,一是北区尽快实现由“要素集聚”向“产业主导”的转变,同时同步进入“创新突破”阶段;二是“东扩”,实行“事实扩区”,为开发区今后五年乃至更长时间的发展提供物质空间。空间发展虽然具有要素集聚阶段的某些特征,但对像我们这样规划面积比较小的开发区来说,空间发展仍然是“二次创业”的重要方面,否则想进一步形成区域产业链式的“产业主导”阶段就是一句空话;同时,以“产业主导”为导向的空间发展已不再具有要素集聚阶段的盲目性。
二、科学做好开发区的功能转变与战略定位
1、功能定位开发区不只是城市空间和规模的拓展更重要的是产业开发的延伸和布局的优化。因此,开发区要重新审视自己的核心资源使资源占有与深加工实现合理分离使财富在异地体现出价值。真正以提高质量效益为中心,以节约资源、保护环境为目标,以科技进步为支撑,大力推进经济增长方式向集约型转变,走新型工业化道路,最大限度地运用市场手段实现资源配置的最优化和效益最大化,不断健全区域性开发区联动发展机制,错位发展,相互配合,推动开发区产业集聚、企业集聚,增强对周边地区的产业辐射带动能力。从而达到五个目的,即城市新区的科学布局可持续发展一个健康的居住环境带动区域经济的发展农民市民化的转变。
2、战略定位。开发区的发展已经走过了摸索阶段,必须顺应新型工业化和知识经济的新要求,重新审视,科学定位。开发区建设和发展,要以科学发展观统领全局,贯彻科学发展、生态和谐的建区方针,按照集约、集聚、创新、生态的总体要求,以体制创新和科技创新为动力,以优化结构和转变增长方式为途径,以增强综合竞争力为核心,以建设和谐开发区为重点,根据城市自身的产业基础、自然禀赋和资源条件,明确产业定位,实行差别化发展;坚持集约开发,提升产业层次,打造人才高地,实现功能升级;加快发展区域优势产业、高新技术产业、高附加值服务业,推进开发区向多功能综合性产业区转变,把开发区建设成为新型工业化的先行区、自主创新的先导区、现代服务的集聚区、可持续发展的示范区和最适宜创业居住的新城区。
三、推进我们开发区“二次创业”的路径选择: 实现“七个转变”。
事物的发展是内外因共同作用的结果,二次创业”不会自然实现,是体系和区域综合创新的结果。从大方面来说,开发区提高自主创新能力,建设产业化支撑服务体系和创新管理体制,加快特色和主导产业发展,增强国际化能力,是开发区二次创业的核心和根本目标,这一改革势在必行。因此,推进我们开发区在阶段性上的“二次创业”,需要实现“六个转变”:。
第一,实现增长方式由粗放向集约转变,建立和完善产业链。增长方式要由粗放向集约转变,需要建立完善的产业关联机制。一是要以构建合理的产业链为目标,形成基于比较优势的特色产业化基地。目前开发区在特种纸仙鹤、夏王等大企业的落户,具有形成特色产业化基地的优势基础;同时,针对目前开发区“有企业无产业”的现象,围绕仙鹤、夏王等大企业,通过产业细分,在开发区建立起上中下游关联密切的产业链,形成适应区位特色、能够发挥比较优势和最有效利用区位产业发展资源的特色产业化基地。二是要以价值链为基础,建立完善的专业分工协作机制,有效地降低交易成本,获得外部规模经济和范围经济效益。三是遵循市场优选法则,建立以市场选择主导产业为主的产业集群发展体系。
第二,实现从单一重项目引进向重环境和服务建设的转变,形成合理的大中小企业共存共荣的企业“生态”结构。下大力气为中小企业发展创造条件,增强开发区作为现代产业集群体的集聚效应。建设良好的融资环境,加速技术资源的资本化,为科技型中小企业“做强”提供融资平台。建立高效的服务体系,为“大企业长大”和“小企业快生”提供保障。努力办好科技创业服务中心,为技术创新提供集中、高效的服务,促进中小科技企业创新与发展。培育和规范管理各类社会中介组织,架起政府与企业之间的桥梁。
第三,实现竞争方式以政策优惠为主向制度创新为主的转变,增强开发区综合竞争力。要推进资金、技术、人才等生产要素的集成,提高开发区的协同技术创新能力和技术创新网络化程度。要凝聚全社会科技力量,整合资源,推动官、产、学、研合作向纵深方向发展,努力调动各主体单位的积极性,并支持它们在重点领域实行联合创新攻关。完善风险投资企业的退出机制,加强产权交易市场卡设,减少创业者的风险,增加创业者的可选择行为,降低创业成本,调动创业者和创新者的积极性。
第四,实现企业创新方式由单一模仿创新向自主创新转变,增强科技型企业的核心竞争力。据统计,截止去年底,我市开发区有规模以上企业_家,其中被认定的国家级高新技术企业_家,省径高新技术企业_家,合计_家,占规模以上企业总数的2_6%,20__年实现产值_亿,占全区工业总产值的_%。这说明提高我市开发区的科技型企业自主创新能力具有十分重要的战略意义。具有创造核心技术,形成具有自主知识产权的产品或服务和应用关键技术,是开发区科技型企业应该采取的战略。要建立有利于企业创新的治理机制,推进企业成为创新的主体。要推动大企业与中小企业的战略联盟、区内企业与区外企业的联盟和企业国际合作,充分利用研发投资的“溢出效应”,建立广泛的合作关系,共同建立技术开发机构,重视引进技术的消化、吸收和创新,充分利用世界先进技术成果。着力落实技术、管理作为生产要素参与分配的政策,建立鼓励研究开发投入的激励机制。
第五,由传统封闭的创业价值观向开放共赢的创业观念转变,建设有利于创业和创新的园区文化“土壤”。文化对创新具有激励功能、导向功能、扩散与渗透功能、凝聚功能和规范与整合功能。要鼓励开发区的建设者改变“小富即安”和“故步自封”的传统封闭创业价值观,形成以追求卓越、鼓励冒险、宽容失败、团结协作、重视创新为代表的开放创业价值观念。要制定合理配套的政策法规,规范市场主体,营造竞争性市场环境。大力发展行业协会,将更多的社会性事务交由社会中介组织办理,发挥这些中介组织对创新创业的服务、引导、整合和沟通功能。
第六,实现从单一的重空间规模扩张向重视人力资源的开发转变,实施人才强区战略。建立能够使人力资本价值得到充分体现的激励机制,探索多种股权激励的实现形式;让人才脱颖而出,解决领袖型企业管理家短缺问题;重视发挥科技人才创办高技术企业的积极性,努力形成园区优秀人才创新创业的新潮流;大力倡导和组织开展技术培训、职工技术比武等活动,努力提高开发区职工队伍的整体素质。

感谢大家,给我公平竞争经济发展办公室主任的机会,同时也感谢大家给了我一次展示自己和让大家了解我的机会。
我叫张正伟,1964年10月出生,中共党员,1986年10月参加工作,18年来,我上上下下,前前后后,在镇机关工作10年,在管理区工作8年,历任政办、农办、管理区主任、书记,现任旅游经济办公室主任,有一定的实际工作能力和工作经验。能够独档一面。

真诚——待人办事厚道真诚。作为一名地地道道的绿林人,我生于斯,长于斯,是绿林秀美的山川培育了我,像绿林的空气一样清新无尘、水一样的质朴灵动、山一样的坚强不屈、树一样的挺直坚韧。我没有理由不用我的真诚来反哺绿林人民。
自信——自尊自信,自强不息,18年风风雨雨,我已经积累了一些办公室主任现有的工作能力,吃得苦,尝得了基层工作的酸甜苦辣;坐得住,铺得开办公室的笔墨纸砚;耐得烦,经得了办公室工作的千丝万缕,团结人,长持着团结友爱之心。
挚着——工作事业锲而不舍,一往无前。绿林是一个旅游资源大镇,但开发还处于初级阶段,没有一股“气”,经济发展谈何容易,而我挚着的性格正好用于斯。因此,不懂就要多学,确定了就要勤干,绯徊处就要常思,认准了就要乐干。
奉献——思想信念勇于开拓,敢于创新。经济发展办任务重,事情多,关系到绿林百年发展大计,我所具有的牺牲精神正适合于此,因为18年来我始终坚持着,舍小家顾大家,守清贫多付予,求大同存小议,少报怨多理解,不空谈重实干。

what caused the financial crisis? i think we can sum up the cause of our current economic crisis in one word — greed. over the years, mortgage lenders were happy to lend money to people who couldn’t afford their mortgages. but they did it anyway because there was nothing to lose.
these lenders were able to charge higher interest rates and make more money on sub-prime loans. if the borrowers default, they simply seized the house and put it back on the market. on top of that, they were able to pass the risk off to mortgage insurer or package these mortgages as mortgage-backed securities.
easy money! and what went wrong with our financial system? the whole thing was one big scheme. everything was great when houses were selling like hot cakes and their values go up every month. lenders made it easier to borrow money, and the higher demand drove up house values. higher house values means that lenders could lend out even bigger mortgages, and it also gave lenders some protection against foreclosures. all of this translates into more money for the lenders, insurers, and investors.
unfortunately, many borrowers got slammed when their adjustable mortgage finally adjusted. when too many of them couldn’t afford to make their payments, it causes these lenders to suffer from liquidity issue and to sit on more foreclosures than they could sell. mortgage-backed securities became more risky and worth less causing investment firms like lehman brothers to suffer. moreover, insurers like aig who insured these bad mortgages also got in trouble. the scheme worked well, but it reverses course and is now coming back to hurt everyone

机构改革引入了竞岗机制,使得我今天有幸站到这里公开、公平地竞争经济责任审计处副处长一职,我希望通过这次机会使自己得到锻炼和提高。此次我竞争上岗无论成功与否,都将一如既往地听从组织的安排,干好自己份内的工作,尽到一个审计人员的职责,为我国的审计事业和我省的经济发展献上一份微薄之力。
一、简历我生于1960年3月7日,1976年下乡当知青;1979至1982年在工厂当汽车修理工;1982年考入西南财经大学农经系;1983年7月因身体原因病退回家待业;1984年考入省财贸学院财政系;1988年毕业,获经济学学士学位,分配到审计厅财政处工作;1994年借调到审计事务所工作;1995年返回厅财政处工作至今;1992年获审计师资格。在四十多年的人生风雨中,我炼就了摧不垮的自信和坚强,一股永不言败、拼搏向上的精神以及一种追求完美的人生态度。
二、到审计厅以来的工作情况和竞争该职务的优势到审计厅财政处工作后,实习期间就在处领导和同志们的帮助支持下独立完成了某机关经费的审计报告。1989年被抽到某公司专案组工作,该案为1989年治理整顿十大要案之首,在大量账本和凭证被销毁的情况下,我们最终查证了两千七百多万元款,为罚处案犯提供了定罪金额证据。
1990年后,我基本独立承担审计项目交逐步成为财政处的业务骨干。在十多年的审计工作中,除了外资和基建以外,其余各行业的审计项目都接触过。
在所参加的审计项目中,无论大小,都能做到以事实为根据,以法律为准绳,尽最大努力落实国家的有关财经法规。1999年,由省监察厅点名抽调到省粮食执法监察办公室,并任命我为该办公室副主任。
20__年我又被抽调到省纪委4·24专案组工作,该案为我省20__年自查的第一大要案。我被任命为该专案组审计调查小组组长,以上两项工作都在进行之中。
在审计厅工作期间先后两次被评为处室先进工作者,在1995年以后的公务员年度考核中,获得二次称职、三次优秀。我竞争经济责任审计处副处长有三点优势:第一,具有较强的适应新环境、新工作的能力。
敢于面对各种新的挑战,善于在陌生的工作环境中打开局面,开展工作。第二,具备担任领导职务的素质。
我在专案组工作的时间里,不仅要根据总体的计划,安排好审计工作进度,同时还要协调好与各调查小组间的工作关系。随时根据情况的发展,调整好工作重点和进度。
在省粮食执法监察办公室工作期间,不仅要做好省级粮食执法监察工作,还要同时面对十六个地州市,做好指导、协调等工作。在这两项工作中,自己的组织领导和协调能力得到了很大的提高,因此我有信心、有能力胜任经济责任审计处副处长的工作。
第三,有强烈的事业心和勇于奉献的精神,有独立思考的习惯和认真负责的工作态度。从事审计工作十多年来,从未挑过审计项目,领导安排什么就干什么。
在项目中无论是否当主审,都尽心尽责地把工作做好,在工作中无论遇到什么困难,都能想方设法在领导和同志们的关心支持下加以排除,最终把项目做好。本人好学、敢干、认真踏实的工作作风得到了处领导和同志们的认可,五年的公务员年终考核中三次获得优秀。
三、如果此次竞争成功,我将从以下三个方面协助处长把经济责任审计处的工作做好
(一)从讲政治、树正气、抓学习入手,在经济责任审计处营造一个团结向上、朝气蓬勃的工作氛围。讲政治的目的就是要使全处人员坚定共产主义信念,在思想上自觉地和保持一致,做任何事都要以国家利益为重,为祖国繁荣富强,无怨无悔地奉献自己的一生。
树正气就是使经济责任审计处远离当面不说、背后乱说、拉帮结伙、互相拆台等丑恶现象,努力做到全处同志心往一处想、劲往一处使,全身心地把精力投入到工作之中,学习借鉴兄弟处室的好风气、好传统,并使之发扬光大。并且,首先从自己做起,严格要求自己,多和同志们沟通。
虚心接受同志们的批评,尽自己所能多为处内同志办一些实事。同时,对处内存在的问题一定当面指出,决不在后面搞小动作,使处内人与人之间的相处能达到以真心换真心的境界。
抓学习就是要积极主动地为同志们创造、提供一个不断获取精神粮食的环境和机会,使全处人员通过学习各种知识,在政治思想水平、道德修养、业务能力等多方面有所提高和充实,为更好地开展工作打下坚实的基础。

今天我在这里竞聘经济规划处的处长。
首先要感谢各位同事和院领导对我的信任,感谢我们规划所的全体同仁对我的支持,让我有机会站在这里向大家汇报我们在过年的两年中的工作情况和对未来两年的设想。
其次我要表达一个意思,支持和理解院领导关于处室负责人竟聘上岗的改革措施,因为这一举措能够充分发挥每个人的积极性,发现人才,鼓励人成才,正是因为支持和拥挤这一改革措施,我才站到了这个讲台上。今年是第一年,作为规划院的老同志,我应该带个头,希望下一次有更多的人站出来,那个时候我便能跟大多数人一样坐在下面来当裁判了。
下面我先汇报一下过去两年的工作情况。
首先,实现了业务的快速增长。
20__年虽然只增长了20左右,但我们都很努力,因为,这一年,傅总调到院里任全职副总,对处里的影响是很大的,高级职称人员一下子下降了一半,到年底才破格恢复到两人。今年的业务增长更快,达到了50左右,可以说是实现了跨越式的发展。
第二,业务结构进一步优化,主导产业得到加强。
在工程咨询和城市规划业务额稳步上升的同时,经济规划的比例大幅增长,从20__年的不到10上升到去年的20,今年达到39,两年翻了两番。业务领域的演变一定程度上反映了规划院的发展趋势。
经济规划类项目的影响也在逐年增大。从规划对象看,以前不少是小镇的规划,现在有很多是区域性的和地市级的;从合同额看,20__年时经济规划的平均单项收费为6万元,今年上升到18万元,增加了200。可以看出,正在走向“有影响、有地位”,正在接近“谋划全省”。

三、职工队伍建设得到加强,人员结构不断优化
总量扩张―――人员从20__年的11位发展到今年的14位。
结构优化―――专业结构上增加了经济类的人员,学历结构上,平均学历有所上升,高级职称人员从1人增加到3人。
学习气氛浓郁―――鼓励岗位学习,三人次通过学习在学历上比以前上了一个台阶,有二位正在进行研究生课程学习。
以上取得的成绩首先要归功于处里年轻的处员们,在这里要向他们表示感谢,特别要感谢周世锋同志,他不仅承担了大量的管理工作,也具体承担了大量的项目工作,没有他的配合和帮助,我们处的工作是不可想象的。也要感谢其他处室的大力配合和支持,包括办公室、综合处、开发处和各业务处室,我们与一处、二处、研究所都有很好的项目合作。也要感谢院领导,特别要感谢傅总,他任规划处长多年,给我们创造了一个非常好的基础,即使是在离开规划处以后,还是在各个方面给我们以帮助,我想我们的处员们都是能感受到的。

四、存在问题
城市规划业务没有大的起色(跨行业经营,受行业歧视;机制不够灵活;努力不够)
内部管理和对同事的关心上做得很不够。
这是对前两年处室工作的简单回顾,下面谈一下今后两年工作的设想。总体上可以以“一个中心,两个基本点”来概括,就是以发展为中心,以事业和效益为基本点。
首先,是以院的定位为指导,实行一体两翼发展,以经济和社会发展规划为主体,以城市规划和工程咨询为两翼,做大、做强、做优主体,丰满两翼。
经济规划:要做出几个在省内有影响的精品。国家正在进行规划体制改革,十一五规划改革的一个方向就是在原有规划的基础上增加空间规划的内容,我们处可以在这方面有所作为。
城市规划:能够在省内做出规划的特色,扩大影响,新开辟一到二个根据地。
工程咨询:巩固阵地、提高质量。
第二是实现业务量的稳步增长。
由于国家宏观政策的作用,用地紧张、园区控制,业务上会有一些影响,我们要克服困难,积极寻找新的增长点,实现业务的稳步增长。
可能的方向是经济规划与城市规划的结合点,一是区域规划,二是城市的战略规划。
第三是加强队伍建设。
适应业务发展的要求,继续引进高素质人才。特别是区域规划和经济规划方面的人才,并考虑人才的适应性。
进一步发挥现有人员的作用,使每个人都能得到最大发挥,实现自我价值。
根据我们处现有人员的特点,不主张每个人都能独立做好一个项目,而是强调专业化分工,培养团队精神,让每个人都成为某一方面的专家,这样,形成一个项目组,便能做出好项目来。
第四是加强内部管理。
随着处室规模的扩大,内部管理的任务会越来越重,越来越复杂。在院的制度框架内,考虑出台一些配套政策,强化激励机制,使每个人都有压力和动力,最大限度地发挥每个人的积极性。让每个人在手头有项目时千方百计地把项目做好,在手头暂时没有项目时,千方百计地找项目,千方百计地提高自己的业务能力。
最后,我再讲一句在这里应该讲的话:我如果继续被聘任为处长,我将很高兴地在处长的岗位上加倍努力,继续为大家做好服务工作,如果竞聘未能成功,我同样会很高兴,因为这样我就可以沉下心来,有更多的时间认认真真地做几个项目。

接下来写:法院工作的意义,经济厅工作的意义,所竞争职位的重要性和意义等。…… 在此,如果有幸得到各位领导和同志们的信任和支持,我将迅速找准自己的位置,尽快进入角色,认真履行职责。在今后的工作中,我决心做到:强化“五个意识”、继承和发扬“四种优良传统”、深化三项改革。
一、强化“五个意识”:在工作研究中,要有谋事意识,主动为院长出谋划策,提供可行的、有价值的参考意见;在业务工作中,要有效率意识,每项工作都要认真抓好落实,提高工作效率;在处理日常事务中,要有揽过意识,一旦工作中有了失误,主动承担责任,开展批评与自我批评,以维护法院权威,争取更多主动,以利于问题的解决;在领导班子中,要有大局意识,搞好成员之间的团结,互相补台,形成合力,协调好上下各方面关系,自觉维护领导班子的威信。在管理工作中,要有“放权”意识,全力支持同志们的工作,善于激发大家的积极性、主动性、和创造性。
二、继承和发扬“四种优良传统”:一是继承和发扬团结的优良传统 。团结出力量,团结出智慧,人心齐、泰山移。在改革任务繁重的情况下,团结更显重要。二是继承和发扬竞争的优良传统。在市场经济的条件下,竞争是发展的基础,是进步的核心,没有竞争,就没有压力,就没有活力。因此,要在我院内部建立一种良性的竞争机制。三是继承和发扬服务的优良传统。全心全意为人民服务是司法工作的立足点,廉洁为民、真心为民才能取信于民,没有树立为人民服务的意识,就是没有摆正自身的位置。四是继承和发扬创新的优良传统。没有创新,工作将是一潭“死水”,创新是前进的动力和保证。
三、深化三项改革:改革出动力,改革出效益。当前,要抓好三项改革:一是抓好内设机构改革。(具体机构设置我不太清楚)二是抓好人事制度改革。本着建立“人员能进能出,职务能上能下,待遇能高能低,人才结构合理,有利于优秀人才脱颖而出,充满生机和活力的运行机制”的总要求,以竞争上岗为切入口,合理设岗。三是抓好分配制度改革。在市场经济的条件下,利益的分配关系到每个人的切身利益,也影响到工作的积极性、主动性和创造性,在分配制度上必须顺应形势,按照党委提出的“打破现行分配制度,变职务工资、职称工资为绩效工资”的改革方针,建立兼顾经济效益和社会效益的岗位分配新机制。
由于时间有限,在此,我只能简要地介绍了一下我的初步想法和打算。如果我这次有幸竞演成功,我将不辱使命,以最短的时间、最有效的办法,全身心的精力,积极投入到新的工作中去,为我院的发展贡献自己的青春和力量。我想,只要有对党和人民极度负责的责任心和事业心,有开拓进取、勇于创新、埋头苦干、不屈不挠的干劲,有虚心好学、积极进取的精神,就一定能够把工作做好。当然,个人的能力和水平终究是有限的,但我相信,在领导和同志们的支持和帮助下,勤能补拙。我愿意“笨鸟先飞”,只要我能象愚公一样,每天挖山不止,就一定会有成效。如果这次竞争落选,说明我在某些方面与这个职位的要求还存在一定的差距,对此我将正确对待,把这次竞演作为一次锻炼自己能力、寻找自身差距与不足的机会,在现在的工作岗位上,一如既往,更加努力地做好本职工作,珍惜每一次机会,争取更大的进步,不辜负领导和同志们的理解和信任。

我于90年7月毕业于西安科技学院机械管理专业,95年考入河南大学外语系英语专业获得本科学历中共党员 91年至今在经贸委工作
我没有辉煌的过去,只求把握好现在和将来,我参与竞聘的是地区经济发展与合作科科长,主要基于以下方面考虑:
首先我认为具备担任中层正职的行政管理能力。在经贸委工作以来,我先后在生产调度局机电产品出口办公室对外经济协调科工作。 多年的工作经验使我认识到机关工作的实质就是搞好管理及做好服务。作为中层正职领导干部,我认为,管理是第一位的。一个部门工作的出发点和落脚点应是紧密围绕全委工作的工作中心,通过行政管理手段,方法合适思路开阔目标准确的带领全体工作人员卓有成效地完成工作。因此,我有意识的培养自己的行政管理能力,并自学了一些领导学方面的书籍,对领导岗位所要求的政治素质 品格修养原则视野情绪管理 领导模式 突破与创新等方面进行知识储备,为自己能够胜任领导岗位打下坚实的理论基础。99年,我被任职为经贸委对外经济协调科副主任科员,并于2022年为委办公室副主任。几年来,通过向科长虚心学习,我不断地将所学的行政管理理论付诸实践,并注意思考总结。 积极协助科长开展工作,尽可能的参与各项工作的管理中,如组织企业参加各种类型的经贸会洽谈会贸易会活动:深入基层,对市工业企业自营出口创汇情况进行调研分析:做好企业网上宣传推介工作等,由于开展工作措施得力,我科连续多年被省市部门评为先进单位,我个人也连续两年被市政府评为先进个人。我认为,多年的管理工作实践,培养了我的行政管理水平及综合组织协调能力,为从事科长岗位积累了丰富的实践经验。

我以为,我们至多能够延展四个空间:

二是延展政银企对接的空间。家喻户晓,“企业存款难、银行难存款”是经济金融发展的一个瓶颈,而消息不对称则是其症结所在。我们要采取多种道路为政银企三方搭断交换平台,推进经济金融良性互动,畅通资金需求的推荐渠道。
三是延展个性化金融效劳的空间。督促各商业银行特别是乡村合作银行创新信贷产品,如展开园区开发存款,中小企业发展存款等业务品种;指导金融机构采取联保存款、仓单质押等担保方式。

各位领导、各位同事:大家好!在这里首先感谢院领导为我们创造了这次竞聘的机会!我本着锻炼、提高的目的走上讲台,这也是我人生第一次走上讲台进行竞聘演说,
我的简历非常简单,大学本科和硕士研究生都是在中国纺织大学完成。年毕业后进规划院工作,到规划院后一直在工业处工作,可以说对工业处情有独钟吧。因此我这一次也是竞聘工业项目处处长。
进院以来,在院领导和大家的帮助下,经过十多年工作的锻炼,使自己各方面素质得以提高。我于年评上高级工程师职称。历任工业处处长助理、副处长、处长。
这次竞聘工业处处长,根据院制订的发展方向、定位以及面临的新形势,我对工业处的工作思路是:
⒈适应新形势
分析一下工业处面临的机会与威胁,我觉得未来几年对我处来说威胁多于机会。目前我国各项改革举措正在进一步推进,特别是深化投资体制改革。(十六届三中全会报告明确指出,国家只审批关系经济安全、影响环境资源、涉及整体本文来自网布局的重大项目和政府投资项目及限制类项目,其它项目由审批制改为备案制。)投资体制政策的变化特别是对工业处的业务市场影响最大。“狼真的来了”。因此,首先我们提出要在思想上解放自己,不断转变观念,与时俱进。
⒉拓展新领域
工业项目虽然小、散、收费低、工作量大,工业项目是苦菜花,但它也是长青树。根据院的职能定位,我觉得工业处服务业务领域我们要立足工业,拓展其它。这里有两层意思,一个是纵向加深,一个是横向拓宽。纵向加深主要是工业领域的咨询,可能不是单一的政府可批性可研报告,而是企业需要的真正的咨询、投资报告、行业规划、技术服务;横向拓宽,主要向其它领域如政府控制性的项目咨询评估等拓宽。
⒊加强团队建设
未来的竞争主要靠人才的竞争,一方面要加强现有人员的再学习,提高素质,另一方面要不断吸收可用人才。做大做强我们的事业。要以人为本,形成团结、活泼、富于创新的学习型团队。尽力提高这个团队的战斗力。
⒋争创两个效益
努力在创收创牌上有所作为。院的定位有地位有影响,我们要添砖加瓦,在我们服务的领域要树立规划院的品牌,占领一定的市场份额,形成顾客群,做出精品。在注重社会效益的同时,当然也要提高收入水平,提高我们的生活水平和生活质量。
最后我表示竞聘处长并非为了当官,更多的是竞一份责任和压力。如果我被聘为工业处处长,我将更严格要求自己,加强业务学习和提高自身修养,以身作则,和工业处的同仁一起把这个处经营好。如果不被聘上,也不气馁,做一个合格的员工。

一、工作经历
我叫张宝安,1971年参军,1974年入党,1975年7月毕业于解放军后勤工程学院学械管理专业,1998年12月毕业于中央党校函授本科班经济管理专业。在部队历任战士、文书、班长、排长、副连长、连长、副营长、营长、省军区陆军学院军械教研室主任;1989年被评定为省军区后勤军械部工程师,同年被授予少校军衔;因军政训练成绩显著和完成老山前线作战任务出色,劳立三等功两次,并被评为军区机关先进个人,在全区部队通报表彰。

经济处工作任务繁重,涉及领域广、政策性强,对此,我带领全处同志积极工作,认真完成委党组交给的各项工作任务,有时加班到深夜四、五点钟,毫无怨言。在去年北京举办的“全国少数民族和民族地区名优产品博览会”上,一举夺取了博览会设置的全部奖项。近两年来经济处积极协助委领导协调国家民委、财政部和省级有关部门,使省民委参与管理安排的项目资金均突破一个亿,年均增幅达百分之二十以上,今年的无偿资金同比增长百分之三十,为加大对民族贫困地区扶持力度作出了贡献,以实际行动,努力实践了“三个代表”重要思想。
三、工作设想
按照省民委“三定”方案中赋予经济发展处的工作职能,我的工作设想是主要抓好“五个突破”:
(一)政治业务学习要有突破。以“三讲”教育为契机,抓好全处的政治业务学习和思想作风建设,提高整体素质,努力把经济发展处建成一个团结、务实、高效、廉洁、政治强、业务精、作风硬的处室,以适应西部大开发的需要。
(二)宏观政策研究要有突破。紧紧抓住中央实施西部大开发战略和“兴边富民行动”的历史机遇,组织专门人员研究民族地区经济发展运行中出现的新情况、新问题。重点研究民族贫困地区21世纪如何实施扶贫攻坚,加快脱贫的问题;“十五”期间民贸商品生产问题;配合民族地区制定好经济和社会发展规划及“兴边富民行动”计划,争取使其纳入西部大开发省行动计划和省的“十五”计划。
(三)贯彻省委《决定》要有突破。省委《决定》共三十条,其中涉及经济工作的就有十三条,要在今年工作的基础上,继续会同省级有关部门,狠抓落实。
(四)项目资金管理要有突破。一是根据新时期民族工作的特点和任务,结合西部大开发和“兴边富民行动”对1990年制订的《边补费》、《省级民族机动金管理暂行办法》重新修定;二是制订少数民族发展资金、少数民族地区补助费、散杂居民族工作专项资金管理办法;三是积极探索项目资金管理新思路,按照财政规范转移支付和财权事权分离的原则,采取一年一个确定的办法,将年度指标分配到各地、州、市,由各地、州、市民委与财政局共同管理;四是继续搞好部门间的协调工作,进一步加强同国家、省级有关部门的工作联系,争取每年有更多的项目资金投向民族贫困地区。
(五)“兴边富民行动”试点工作要有突破。“兴边富民行动”是西部大开发的一个重要组成部分,是民委工作在西部大开发中的一个切入点和重头戏,要在继续抓好“四大工程”、“七个重点”的基础上,切实把“兴边富民行动”试点工作推上一个新的台阶,为“建设一个经济繁荣、社会进步、生活安定、民族团结、山河秀美的新边疆”而贡献自己的力量。

at a moment when our economy is growing, our businesses are creating jobs at the fastest pace since the 1990s, and wages are starting to rise again, we have to make some choices about the kind of country we want to be.
will we accept an economy where only a few of us do spectacularly well? or will we build an economy where everyone who works hard has a chance to get ahead?
that was the focus of my state of the union address-middle-class economics. the idea that this country does best when everyone gets their fair shot, everyone does their fair share, and everyone plays by the same set of rules. this week, i will send a budget to congress that's built on those values.
we'll help working families' paychecks go farther by treating things like paid leave and child care like the economic priorities that they are. we'll offer americans of every age the chance to upgrade their skills so they can earn higher wages, with plans like making two years of community college free for every responsible student. and we'll keep building the world's most attractive economy for high-wage jobs, with new investments in research,infrastructure,manufacturing, and e_panded access to faster internet and new markets. we can afford to make these investments.
since i took office, we've cut our deficits2 by about two-thirds-the fastest sustained deficit1 reduction since just after the end of world war ii. we just have to be smarter about how we pay for our priorities, and that's what my budget does.
it proposes getting rid of special interest loopholes in our ta_ code, and using those savings3 to cut ta_es for middle-class families and reward businesses that invest in america. it refuses to play politics with our homeland security, and funds our national security priorities at home and abroad.
and it undoes4 the arbitrary, across-the-board budget cuts known as 'the seq

but despite how much i love all the folks i just mentioned, the people i really came to see isyou. (applause.) because every decision i make every single day -- all the policies i pursue aspresident -- are all aimed at making sure we restore the promise of this country for yourgeneration and for every generation that comes after.
now, the good news is we’ve made a lot of progress since the worst economic crisis of ourlifetimes. so when i first came into office, the economy was in a freefall, the auto industry wasin a freefall. banks were frozen up. we were losing 800,000 jobs a month. over the past 55months, our businesses have now added 10.3 million new jobs. (applause.) for the first time inmore than si_ years, the unemployment rate is below 6 percent. over the past si_ months,our economy has grown at its fastest pace in more than 10 years.
and in education, dropout rates are down, the national graduation rate is the highest on record,more young people are earning their college degrees than ever before. (applause.) good job,young people.
in energy, we’re less dependent on foreign oil than any time in nearly three decades.manufacturing -- the quintessential producer of middle-class jobs, the heart of rhode island’seconomy for decades -- manufacturing has now created 700,000 new jobs since early 2022. tenmillion americans have gained the peace of mind that comes with having health insurance. (applause.)

deficits have come down. health care inflation has come down. there’s almost no economicmeasure by which we haven’t made substantial progress over this period of time. we’rebetter off than we were. (applause.)
so, look, the progress has been hard. it’s sometimes been challenging in particular states.but it’s been steady and it’s been real. now, the thing is, though, what’s also true is thatmillions of americans don’t yet feel the benefits of a growing economy where it matters most --and that’s in their own lives. there are still a lot of folks who are working hard, but havingtrouble making ends meet.
i know that many of you are working while you go to school. some of you are helping supportyour parents or siblings. here in rhode island, and across the country, there are still too manypeople who are working too many hours and don’t have enough to show for it. and this isn’tjust the hangover from the great recession; some of this has to do with trends that date back20, 30 years. and i’ve always said that recovering from the crisis of 2022 was the first thing wehad to do, but our economy won’t be healthy until we reverse some of these longer-termtrends, this erosion of middle-class jobs and income.
and here in rhode island, my administration recently announced a grant to help more long-term unemployed folks get the training and mentoring they need to get back to work. (applause.) and all across the country, we’re taking similar actions, community bycommunity, to keep making progress.
we’ve got to harness the momentum that we’re seeing in the broader economy and makesure the economy is working for every single american. we’ve got to keep making smartchoices. and today, here at ric, i want to focus on some common-sense steps we can take tohelp working families right now. in particular, i want to zero in on the choices we need tomake to ensure that women are full and equal participants in the economy. (applause.)
now, men, i don’t want you to feel neglected. i like men just fine. (laughter.) but part of thereason that i want this focus is because i was raised by a single mom, and know what it was likefor her to raise two kids and go to work at the same time, and try to piece things togetherwithout a lot of support. and my grandmother, who never graduated from college but workedher way up to become vice president of a bank, i know what it was like for her to hit the glassceiling, and to see herself passed over for promotions by people that she had trained. and sosome of this is personal, but some of it is also what we know about our economy, which is it’schanging in profound ways, and in many ways for the better because of the participation ofwomen more fully in our economy.
so earlier today, i met with a group of women business owners and working moms, and lisbethand your president here, and they were sharing stories that probably sound familiar to a lot ofpeople -- studying for finals after working a full shift; searching for childcare when thebabysitter cancels at the last minute; using every penny of their savings so they can afford tostay home with their new baby.
and so i kept on hearing my own story. i kept on hearing about my mom struggling to putherself through school, or my grandmother hitting that glass ceiling. and i thought aboutmichelle, and i told some stories about when michelle and i were younger and getting starting,and we were struggling to balance two careers while raising a family. and my job forced me totravel a lot, which made it harder on michelle, and we would feel some of the guilt that somany people feel -- we’re working, we’re thinking about the kids, we’re wondering whetherwe’re bad parents, we’re wondering whether we were doing what we need to do on the job. andas the catch-22 of working parents, we wanted to spend time with our kids, but we also wantedto make sure that we gave them the opportunities that our hard work was providing.
and then, of course, i think about my daughters. and the idea that my daughters wouldn’thave the same opportunities as somebody’s sons -- well, that’s unacceptable. that’s notacceptable. (applause.)
so i say all this because -- to the men here, we all have a stake in choosing policies that helpwomen succeed. women make up about half of america’s workforce. (applause.) for more thantwo decades, women have earned over half of the higher education degrees awarded in thiscountry. and you look at the ric student body, almost 70 percent women. (applause.) incolleges nationwide, there are more women graduating than men -- which means that for thefirst time, america’s highly educated workforce will be made up of more women than men. (applause.)
but here’s the challenge -- that’s all good news -- the challenge is, our economy and some ofthe laws and rules governing our workplaces haven’t caught up with that reality. a lot ofworkplaces haven’t caught up with that reality. so while many women are working hard tosupport themselves and their families, they’re still facing unfair choices, outdated workplacepolicies. that holds them back, but it also holds all of us back. we have to do better, becausewomen deserve better. and, by the way, when women do well, everybody does well. (applause.)
so women deserve a day off to care for a sick child or sick parent without running intohardship. and rhode island has got the right idea. you’re one of just three states where paidfamily leave is the law of the land. (applause.) more states should choose to follow your lead.
it was interesting talking to some of the small business owners in the meeting. they weresaying how the rhode island law actually helped them do a better job recruiting and retainingoutstanding employees. and so that shows you something -- that this is not just a nice thingto do; it’s good policy. it’s good for business. it’s good for the economy. (applause.)
without paid leave, when a baby arrives or an aging parent needs help, workers have to makepainful decisions about whether they can afford to be there when their families need themmost. many women can’t even get a paid day off to give birth to their child. i mean, there are alot of companies that still don’t provide maternity leave. of course, dads should be there, too.so let’s make this happen for women and for men, and make our economy stronger. (applause.) we’ve got to broaden our laws for family leave.
moms and dads deserve a great place to drop their kids off every day that doesn’t cost theman arm and a leg. we need better childcare, daycare, early childhood education policies. (applause.) in many states, sending your child to daycare costs more than sending them to apublic university.
audience member: true!
the president: true. (laughter.) and too often, parents have no choice but to put theirkids in cheaper daycare that maybe doesn’t have the kinds of programming that makes a bigdifference in a child’s development. and sometimes there may just not be any slots, or the bestprograms may be too far away. and sometimes, someone, usually mom, leaves the workplace tostay home with the kids, which then leaves her earning a lower wage for the rest of her life as aresult. and that’s not a choice we want americans to make.
so let’s make this happen. by the end of this decade, let’s enroll 6 million children in high-quality preschool, and let’s make sure that we are making america stronger. that is good forfamilies; it’s also good for the children, because we know investing in high-quality earlychildhood education makes all the difference in the world, and those kids will do better. so weneed family leave, we need better child care policies, and we need to make sure that women getan honest day’s pay for an honest day’s work. (applause.)
about 28 million americans would benefit if we raised the minimum wage to $10.10 an hour -- (applause) -- like sheldon whitehouse and jack reed support. and let me say this: minimumwage -- those aren’t just teenage jobs that are impacted. we’re not just talking about youngpeople. my first job was at baskin robbins. and i got paid the minimum wage and it was okay.wearing that hat and the apron was -- (laughter) -- yeah.
but the truth is, the average worker who would benefit from an increase in the minimum wageis 35 years old -- 35. a majority of low-wage workers are women. a lot of them have kids.right now, somebody working full-time on the minimum wage makes $14,500 a year -- $14,500. if they’re a parent, that means they’re below the poverty line. nobody who worksfull-time in america should be below the poverty line. (applause.) they should not be raisingtheir kids below the poverty line. i am not going to give up this fight. and we needrepublicans in congress to stop blocking a minimum wage increase and give america a raise. (applause.)
and if a woman is doing the same work as a man, she deserves to get paid just like the mandoes. (applause.) even though it’s 2022, there are women still earning less than men for doingthe same work. and women of color face an even greater wage gap. (applause.) and at a timewhen women are the primary breadwinners in more households than ever, that hurts the wholefamily if they’re not getting paid fairly. again, men, i just want you to pay attention. whenmichelle and i were starting off, there were stretches of time where michelle was making moremoney than me, and i wanted to make sure she was making every dime that she deserved. (laughter.) right? i don’t know how i benefit by her getting paid less than a man. right?
audience: right!
the president: okay! men, i just want you to be clear. (laughter.)
and it starts with recent college graduates. women often start their careers with lower pay, andthen the gap grows over time -- especially if they get passed over for promotions and then theyget fewer raises, or they take time off to care for family members. so you get a situation wherewomen are doing the same work as men, but the structure, the e_pectations somehow is, well,they’ll take time off for family, and once they take time off that means that it’s okay to paythem a little bit less. and that builds up over time.
and we’ve got to have a reversal of those kinds of policies and that kind of mindset. we’ve gotto catch up to the 21st century. we need to pass a fair pay law, make our economy stronger. itwill be good for america, and it will be good for our families and good for our kids. (applause.)
while we’re on the topic, women deserve to make their own health care choices -- notpoliticians or insurance companies. (applause.) and that’s why the affordable care act is soimportant. (applause.) insurance plans -- because we passed the affordable care act,insurance plans now have to cover the basics, including contraceptive care, and prenatal care,and maternity care. (applause.)
that means a working mom doesn’t have to put off the care she needs just so she can pay herbills on time. tens of millions of women have new access to preventive care like mammogramswith no co-pays, no out-of-pocket e_penses. (applause.) it means that a cash-strapped studentdoesn’t have to choose between the care that she needs and the cost of te_tbooks. (applause.)
and because of the affordable care act, because of obamacare -- (applause) -- because of thatlaw, no insurance company can deny you coverage based on a pree_isting condition like breastcancer, or charge you more for the same care just because you’re a woman. (applause.) that’sthe right thing to do.
so no matter how many times republicans threaten to repeal this law, we’re going to keep itin place -- because it’s working. (applause.) not only is it covering more people, not only is itprotecting women and people with pree_isting conditions from discrimination, but it’s actuallybeen part of the trend that’s lowering health care inflation. we’re actually saving moneybecause the system is getting smarter and there’s more preventive care instead of emergencycare, and we’re changing how health care is delivered. (applause.) which is why i’m pretty surethat in 10 years they’re not going to call it obamacare anymore. (laughter.) republicans will belike, oh, i was for that, yes. (laughter.) that’s how that works.

now, to really make sure that women are full and equal participants in our economy, we can dosome of this administratively. but it requires not just changing laws; it requires changingattitudes. and more and more companies are changing attitudes. and this is really good news.
jetblue, for e_ample, has a fle_ible work-from-home plan for its customer service reps. they’vefound it’s led to happier, more productive employees and lower costs. google increased paidleave for new parents -- moms and dads -- to five months -- five months -- and that helped cutthe rate of women leaving the company by half. and when i was having a conversation withsome of the women business owners before i came out here, they were saying it’s really costlywhen you lose a good employee and you’ve got to train somebody all over again. it’s muchmore sensible from a business perspective to invest in them and make them feel like you’vegot their backs, and they’ll stay with you.
and it’s not just these big corporations that are embracing these policies. so cheryl snead, whois the ceo of banneker industries -- where’s cheryl? she was here just a second. there she isback there. so banneker industries, a supply chain management firm, is based in northsmithfield. and when cheryl was in college, she studied mechanical engineering. at the time,there weren’t that many african american women in mechanical engineering. there stillaren’t. (laughter.) we’re working to change that.
cheryl wants to do something about that. her company has made it a priority to find talentedyoung women and minority students, encourage them to study science and math in college,hire them once they graduate. (applause.) and what cheryl was e_plaining was that having adiverse workforce, having more women in the workforce, all that makes her a strongercompany. and it’s not just good for the workers -- it’s good for business.
so if large businesses like google, small businesses like cheryl’s all see the wisdom of this, let’sjoin them. let’s encourage more women and more girls into fields like science and technologyand engineering and math. and let’s work with those companies to ensure that family-friendlypolicies can support more women in that workforce. (applause.)
ann-marie harrington -- where is ann? ann-marie is right here. so ann-marie, she’s thepresident of a company called embolden, based in pawtucket. and it provides web services tocommunity foundations and non-profits. a small business -- about 20 employees; 21 i thinkshe said. she just hired somebody, must have been. (laughter.) but she lets them work fromhome and keep a fle_ible schedule when they need to. and she says that’s increased hercompany’s productivity.
so i’m taking a page from these companies’ playbooks. this summer i directed the federalagencies in the e_ecutive branch to put fle_ible workplace policies in wherever possible;make it clear that all federal employees have the right to request them. we want the besttalent to serve our country, and that means making it a little bit easier for them to maintainthat work-family balance.
but these are issues that are too important to hinge on whether or not your boss isenlightened. we have to raise our voices to demand that women get paid fairly. we’ve got toraise our voices to make sure women can take time off to care for a loved one, and that momsand dads can spend time with a new baby. we’ve got to raise our voices to make sure that ourwomen maintain and keep their own health care choices. we’ve got to raise our voices tobasically do away with policies and politicians that belong in a “mad men” episode. “mad men”is a good show, but that’s not who we want making decisions about our workplaces these days.when women succeed, america succeeds. and we need leaders who understand that. that’swhat we need. (applause.)
so if you care about these policies, you got to keep pushing for them. this shouldn’t bepartisan. republicans and democrats should be supportive of all these issues.
i was talking to tom perez; he had just come back from europe. he was talking to chambers ofcommerce and conservative politicians. they were all supportive of family leave, supportiveof childcare, because they understood it actually made the economy more productive. thisisn’t a liberal or conservative agenda.
when i talk to women, like the ones i spoke to earlier, when i hear folks’ stories from acrossthe country, and when i think about my own mom and how she made it all work, or mygrandmother, nobody is looking at these issues through partisan lenses. we’re not democratsfirst or republicans first, we are americans first. and as americans, it’s up to us to protect andrestore the ideals that made this country great. (applause.)
